I think that the negating of enhancements with that toughness or less is actually fine without brigade qualifications.  Not much difference between that and negate good enhancements, which is already something out there.

However, I agree that a CBN return-to-territory is a little OP.  It does indeed help to make him more powerful than Goliath (in certain situations).

I like these.  Favor of the Lords is probably UP, but that's not a big deal.  Philistines have some ridiculously good characters, and Black has some of the best generic enhancements in the game.  Gathered for War is a great card, IMHO.  It seems to fit the verse, although it should probably not be able to target angels.

Limiting what an already UP card can target doesn't make much sense, so letting it target angels is probably alright.

I really like gathered for war.

These two are pretty good. Gathered for War can have much sleeker wording thusly:

"If used by a Philistine, search Deck for a Philistine..."

Favor of the Lords is UP, but it may be usable if you made it so they had to present another Hero of the same Brigade(s).

spear's numbers are way to high, now if it got that thriugh a SA than it might be more balanced. Lahmi is just a 12 finger with protection, I suggest making him more unique

If I were to give a Giant play-first capabilities, I'd do:

"You may restrict holder from playing Black enhancements to play an Enhancement."

It'd be very powerful, but would only work with Ashdod or using off-color Kings or Warriors giants.

Although I like to see a immune ability that would actually be somewhat useful, Lahmi is waaaaaay OP.  maybe iot is was either the immune ability or the protect ability that would be powerful, but ok, but both is too much.  Phillies already have a horses, they don't need another play-first weapon, espically with that high of numbers.  CBN protection is not good, not good at all

Lahmi is better, but I would still make him CBI, he shouldn't be able to stop captain and strong angel IMO.  New enhancement is good and balanced

Lahmi is better. Spear is still OP. I actually like Defying. At first I didn't, but then I realized that if there weren't a giantslayer in play it'd probably give up initiative.
