As has been stated in the "Promotional Cards" in off topic: new starter decks have been a subject of rumor and speculation for some time.
A)Are they nessesary?
B)If so, What themes should they contain?
C)what would they cost?

A) Only if the deckbuilding rules change.
B) Syrians or Heretics, Greeks or Persians, Deacons (or Acts), Musicians.
