CBI won't do much against FBTN, so unless you're thinking that because of numbers, it won't help much.That's actually kind of terrifying. I pity the poor man who has Plot on the bottom of his deck.
Getting your Plot ripped by your opponent would kinda suck. I do like the card though. Persians need some beef.
I love the idea, both for it's ability to help Persians and for it's ability to hurt Plot decks, however I am unsure about one thing, why is it a magician?

Satrap's were the governors of persian Provinces, I have found no mention of magic in context with them, but I am sure that there are persian magicians. Also, Satraps could have the ability to protect another evil character the whole time they are in play, as they are governors.
