There's actually 2 cities named Paphos. The new city was the Roman headquarters on the island of Cyprus. The older Greek city which is located only 10 miles (16km) to the south was actually dedicated to the worship of the erotic Greek deity Aphrodite, (Venus in Roman mythology) the goodness of love, but really LUST knowing the world's perversion of agape love.
Considering the text of the scripture says "gone through the isle" or island (some translations say that Paul & Barnabas went through the whole island) is why I'm making an inference (educated guess) that Elymas may have been influenced by the present Hellenistic culture of the day.
