I hope it won't be a deck 
I hope that it will be deck(s). It makes it easier to get new players into the game, and easier for veteran players to "collect". The G and H starters are outdated now with so many new types (and brigades) of cards that have been released since then.
If they are Starters, I hope 1) They will focus on brigade colors that they have not used in Starters yet (thus increasing the appeal to get all the Starter decks), 2) They will both have at least 1 special ability lost soul (and that the lost souls be comparable in power/usefulness), and 3) They will give both/all decks the same 4 basic dominants - Son of God, Angel of the Lord, Burial, and Christian Martyr. (It always seemed odd to me that one deck would have Burial and the other would have Christian Martyr.) 4) There will be an updated, shorter, and easier to understand rulebook.
