Cool idea!

As for the wording I could see something like this using “select 1:” like on David’s Census. The style parallels that one in some ways.

“Any location” doesn’t really work. It needs to specific the locations you want to target.

Do you think the brigades are appropriate?

Would an "and" warrant a banish to do all 3 or is that too much on one card? Kind of thinking Hamans Plot

IMO it should have orange so The Thief can play it.

gave it orange, removed crimson. gave it interrupt the battle to be more playable in battle on big ecs (like The Thief, and changed the take to from their hand or play so you could potentially take their battle winner they play on your character and win a soul with it next turn.
