Syrians: Need a way around protection from capture. Also, needs better a character and enhancement pool
Sadducees: Need better characters and enhancements
Philistines: A protect fort. Ways around Ahimelek (and red in general).
Demons: Better enhancements, specifically battle winners. A protect fortress would nice too…
Romans: Another battle winner and some initiative characters
Pharisees: A decent way to counter FBTNB
Canaanites: Some better characters and one more decent enhancement
Babylonians: Another battle winner.
Heretics: More of 'em, easier ways to win battles and, be playable in T1
Brown and Pale Green don't really need much, IMO, so I omitted them. I'll try to do a list for good themes later.

Agree about battle winners, but they do have them (they just don't interrupt and are CB-nothing generally), however they do have some protection. Spiritual Realms protects them from Capture, they're protected from Conversion already, and not every fort protects from Discard anyway. I think the protection is good.
Other than that, definitely need some help with Persians. They have...well, no characters really. If they did, they could be used well.

Most Romans would at least have Herods Temple so IDK if they need a fortress but they could really use an inishative weapon. (this would make Heavy taxes a boss)

I've played Romans, HT doesn't help them that much. They need a good Protect Fort.
Persians need some help - More cards based for them and Characters.
Romans - Maybe a way for CB-anything and something for Capture.
Egyptians - The non-Genesis Egyptians need more beef. And a way to break Arts and Forts (Genesis Decks need that too)
I'm of the opinion that more themes should have a way to at least get around Forts.
