In order to have the effect I think you want, it should say:
"If an occupied Jerusalem site is in play, return all sites in battle to owner's territory. If King David or Joab is in play, negate that ability and withdraw Jebusites from battle."
Since the "cannot enter battle" phrase is equivalent to "is ignored" then here's what would happen:
I'm playing a brown site lock deck. I have King David or Joab in play. They attack. I block, since my ability isn't active yet. I am now being ignored by my own ability which gives me infinite initiative. I play any number of enhancements to get rid of any number of site access cards you might use. Assuming you don't have access to any LS's, you win the battle challenge by ignore, and never get initiative. You are by this time most likely locked out.

That card wouldn't do anything. If you Return the sites, they could just stick them right back into battle.

Heh. Good point. I guess it'd have to be:
"If an occupied Jerusalem site is in play, return all sites in battle to owner's territory. No sites can be brought into battle. If King David or Joab is in play, negate that ability and withdraw Jebusites from battle."

Whatever it takes to make it work - I'm not the rules expert. Basically if there is a Lost Soul in a Jerusalem site I want the jebusites to be able to return all sites to owner's territories, and for them to STAY THERE for this battle. From the Scripture reference, if King David or the hero Joab are in play, then I don't even want the Jebusites to be able to block at all (thus their special ability never happens). Sorry if I worded this wrong.
I just thought that this would be a neat ability/card, and the Scripture reference helped too. Sorry for the confusion.

Abilities never activate outside of battle, so the Jebusites would have to be able to enter battle for any ability that would make them not able to block to work. Maybe if you made "Cannot block if Joab or King David is in play" an identifier, but even THAT might be an SA (I guess). Basically, the only way for a character to be unable to enter battle from hand or territory is if they are being ignored before they block.
