Oh well, just add the original Mary and Philip's Daughter to a TGT deck.... and throw in Windows of Narrow Light for fun!

Sadly, no. In fact, I've heard that the opposite is true. It seems the Elders/Playtesters/Rob don't even look in this section when working on new sets, though they're missing out on a valuable resource by not doing so.

I find that hard to believe, especially since Elders and playtesters often post their recommendations on these threads. Those ideas are likely to still be somewhere in the back of their mind.

It would seem they would tap this as a huge resource. It would help grow their business and excite new and old players by making them a part of the process.

There have been many card contests, but not with the specific reward of getting it printed in a new set. Mosestaff (and others)used to create a card image from a template online as part of the contest. Here is an example of one I created back then:
