Thoughts please
I really like this! I've always wanted exodus to be a theme, and this works perfectly with that.
Only one question:
What gains cannot be negated? the artifact? or exodus cards?
Ahh, a grammatical blip that I only just realised after writing this response (which is still relevant) :B
The artifact gains cbn if you only draw 1, and it goes underdeck instead of to discard. It's a draw card that can either make you temporarily wealthy (draw up to 4, then discard), or provide for you continually "for generations to come" by drawing one and staching it underdeck for later. Your Exodus cards just define the value of X.
Here is a much clearer wording:

If you only draw 1, underdeck Jar of Manna instead, and gain cannot be negated."Of course, there is still the possibility that the cheeky innovator can find a way to retrieve said Jar of Manna from said discard pile to draw another 4 cards later on
Also, with so many ways to draw off the bottom of deck (thanks demons), shuffle deck, search deck and whatever tricky mechanics you can muster, it's not necessarily going to sit under deck for the rest of the game if you build your deck right.
