Nope, they just missed the word YOUR (ownership + Control) Aboms in territory = Control but not Ownership.

I like this card, but perhaps there should be a use limit?

There are several cards that do not follow this philosophy. Covenant with Moses adds up to 10, Tithe adds up to 11, etc...

Also Heavy taxes can be up to 16.
