Too little enhancements or too theme orianted enhancements?

I think enhancements sould be less theme base so other themes can use them (eg have a genesis enhancement that doesn't only work on genesis heroes (that way, the theme gets the purks of recurring it while other blue themes can still use them)).

I meant both to some extent, there's little incentive to use enhancements over banding chains anymore.

5 Enhancements like that for each theme (aside from the already well-set ones) would make this game much better imo.

Didn't they just make a bunch of Herod enhancements?

Well, they made a bunch of enhancements that are gold and CBP if used by a Herod, if that qualifies.
