I fail to see your point. Uzzah was printed several years before anyone used Hosea, and nobody complained about that.

the way the card is worded, just having hatred in territory would activate its ability because it itself is 7 brigade colors.  you need to chance it to 2 good brigades in territory or say "except this card" when counting brigades in territory

I'd make it more than two brigades of the same alignment. 2-brigade offenses and defenses don't need to be punished quite this hard.
