Deuteronomy 28:7 NKJV
“The Lord will cause your enemies who rise against you to be defeated before your face; they shall come out against you one way and flee before you seven ways.

Interrupt the battle and you may shuffle one evil character in battle or territory into owner's deck, underdeck one evil character, return one evil character in battle to owner's territory, set one evil character aside until owner's next upkeep, remove one evil character in battle or territory from the game, return one evil character to owner's hand, and topdeck one evil character. Cannot be negated if there's more than one evil character is in battle.

Its basically a good version of Scattered, only evil characters are spread abroad to different zones of the game area. LoL

You may shuffle one evil character, underdeck one evil character, withdraw one evil character, set one evil character aside for one turn, remove one evil character from the game, return one evil character to owner's hand, and topdeck one evil character.

The ItB and CBN (even if conditional) push this over the top in terms of strength, but even removing those and shortening abilities, I think this one is still pretty long ;)

I think the concept is cool, though.

It does too much as is. The shuffle, underdeck, and remove from game alone with no restrictions as to where make it a haman's plot with no downside just EC specific vice. The rest just makes it more overpowered to me. Especially if you play mayhem directly after. Basically to me the difference between this and scattered would be scattered only benefits more if multiple heros are in battle and only heros in battle where as this has the potential to not only win the battle but make it to where your opponent can't block for multiple turns. Regardless of how many they used in the battle in the first place. It's just too unconditional to me for such a powerful effect.

There are so many because the scripture says 7 ways, that's why. That's really the only reason why I suggested all those locations. Otherwise it can be watered down.

Offense doesn't need a splashable CBN battlewinner.  Although I'm saying this assuming this card is multicolored (you didn't indicate brigades or stats).  Even if this card had a thematic requirement, it would be over the top, in my opinion.
