He has a bunch of pieces we plan to use the following year so his style will very much set the tone for the look of a future set.

I cannot imagine what it was like before high resolution online art was available. My guess is that for cards like Galba, Asaph all those kings who depict David and many other cards, it was the best option they could find at the time. There are still cards on occasion that have to "settle" on a piece of art.
