Babylon was an ancient city in central-southern Mesopotamia. Thus, he is immune to Babylonians.

Otheniel is way to OP.
I'd drop the CBI Enhancements, and change the release all Captured Heroes to 'Release a Captured Hero' and make that 'Negate an Evil Fortress or Release a Captured Hero' that would even it out, I think.
