Each upkeep phase you may reveal Samuel from discard pile to discard all members of a royal family. This ability may be used once unless Saul is in play.

Gehenna
Evil Fortress
Search deck for Gates of Hell. Players play with the bottom card of deck revealed.

Philistine Line Breaker
20/x
Black
X= The number of philistines you have in play
First Strike. Discard all but one hero in battle. Cannot be prevented

Territory class
Each upkeep phase if a character is set aside you may discard a hero in a territory.

Mob of Sodom
May band to all evil characters  unless an angel is in play. Cannot be negated if opponent has more good brigades in play than evil brigades.

Bera King of Sodom

Territory Class
When a Sodom Site enters battle search discard pile for all cannanites and put them in play. Protect Sodom Sites and Canannites in territories from opponents.
Birsha King of Gomorrah
Black

If a Sodom and Gomorrah Site is in play discard your hand (minimum 7) to discard a hero regardless of protection. Cannot be negated if all your evil characters in play are Canaanites.
Eglon King of Moab

All Characters have first strike. Any any time you may discard one of your humans to increase your evil character X/X cannot be prevented.

Sodom
Silver
Protect lost souls in this site from rescue except by Angels. Discard Sodom if  their are more evil character in play then heroes.

Gomorrah

If a human hero enters battle you may discard your fortress to search deck for an artifact, site or evil character and put it in play.

Lot's Daughters
Territory class
Each upkeep phase, if Lot is in play, you may search discard pile for a  Two Canaanites 

Ephron the Hittite

Territory class
Numbers can be anything
If a Hero is discarded search your deck for a site or do this twice if Abraham is in play.

Destroying Legion
Gray Roman
Discard a fortress for each card in opponents hand under 8. If a fortress is discarded discard a card at random form opponents hand.

Absalom

Warrior Class
Ignore royalty. May band with a character from II Samuel 14-18.

Absaloms soldiers
territory class
Brown
If abosolom is harmed discard Absoloms soldiers instead.
If numbers not assigned assume they have the numbers of older cards

I like Witch of Endor, large power, but with strict setup requirements and dependency on your opponent's deck. I don't entirely understand how a the second sentence would work. If I use it the first time with no Saul in play and Saul later enters play, can I use it again? If I use it first while Saul is in play, then he leaves play, can I use it again?

Gehenna is ok, but it seems to take away the downside of such a powerful card as GoH. If you made it both players so it could also have some fun use with Wash Basin, and maybe had it interact with removal from game and discard somehow, it'd be a bit more pizzazzy and multi-functional.

Cool concept if you have a verse. Perhaps it should be "other" philistines so he's not completely splashable as a catch-all silver bullet to FbtNB chains and the best early-game blocker.

Sweet synergy with the Persian theme if you have a verse.

Mob of Sodom needs to have a slightly different condition for CBN so you can't simply satisfy it by playing Love...ohhhhhhhh
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

I thought about that when I made the card. I think that you can use it once before or after Saul Is in play and then continue to use it if he is in play.

I like your suggestion about Line Breaker
As for the verses couldn't we just use a verse that talks about a Philistine or Persian army. I mean these guys are generic and would obviously be in the their respective armies.
I will just day if opponent has...

It's just that I'm not sure the Philistines used line breakers or the Persians used horse archers (as horse archers seemed to be a pretty significant advantage to the Huns, Mongols and Arabs since most armies did not train them). I personally also don't like cards that aren't directly referenced in the Bible (even the cards with Josephus references are still in the Bible, just not by name).
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

Persians used Horse Archers in the battle of Plataea according to the historian Herodotus. As for line breakers I don't know all you need is a big dude, Im sure a a giant could fit the bill.
