So I have been working on this list for a couple weeks and still have a lot more to come.  My grand idea for this would be to create a full deck which is more like the contender decks/advanced decks that are currently sold and/or talked about in place of a starter deck.  I hope to put together a similar list of ideas for Ezekiel and the Gospel of John.  One aspect of these decks would be that all reprinted cards have borderless artwork as an incentive.  Please comment!

I like the theme element for expanding Daniel cards.
There is already a LS that goes by Shame. It is the RoA, Jeremiah 3:25 "When you draw this card, you may set aside a Hero from each territory for two turns."  if my memory is correct, which it could be faulty.

If the Rebel LS is the only LS in an opponents LoB and I RA for it, it will be topdecked?

1. I'll just use "Shameful" instead (like I did for Wicked/ness)
2. The intent of Rebel is to not do what a card that targeted it says to do.  I would want to word it in such a way as it does not top deck itself just because there is a rescue taking place.  Only if someone plays a card that targets it. (like Burial)

In that case maybe "If targeted by a special ability" instead of "a card"?

Covenant Violators is absolutely bonkers.
How exactly does Temple work? Just sort of store them until it gets removed? As it stands if it's discarded all the arts follow - is that intended?

Currently, I think the Unity on Bab Exile would require you to reveal your entire deck and go through each card to prove you meet it. Maybe if something like that's printed you could get the deck checker at a tournament to give you a note to say "yes, I meet it" to save that time :P Also, I think protecting the soul from opponents stops them from rescuing it, so unless they have a way to get rid of sites they're just locked out for seven turns, which is shorter than the average T1 game.

For Bab Training, I don't think enhancements usually have nationality identifiers. Perhaps a crimson and/or evil Daniel enhancement instead?

For Covenant Violators, I was thinking that covenants are so prevalent that it wouldn't be too strong because you have the option of having an active covenant or just revealing one from your hand.

For Babylonian Temple I was not expecting there to be a huge number of temple artifacts because while temple arts do see a lot of use they typically aren't the only kind of artifact a player has.  I didn't think about what would happen after they were taken, just didn't want them to be able to be used against the person they were taken from.

For Babylonian Exile, I was expecting to use the deck check list so it would only take 2 seconds from a judge.  My intent with the protect is to stop dominants and still allow for regular rescues with Heroes/Enhancements.  This would have the effect of exiles returning slowly (as they are rescued) rather than large numbers rescued at the same time since the return from exile took place over time, not quickly.  It also was 70 years in exile so that's where the 7 turns comes from.

I modified the wording for Babylonian Training

Also added some Heroes.  Will probably not add any others for a few days though.

I added several more.  In trying to assemble an actual deck I'm finding that its probably not going to work well if civilizations are mixed.  I made Writing Fulfilled to try and create a way to have both Babylon and Persia in the deck but I don't imagine that card would be effective in most actual games.

I may end up adding another Satrap but the idea with them and the 2 Admin was to take Persian Presidents into multiple cards to beef up the all Daniel Persian contingent while also creating some fun plays off the story and the related cards.

I added the Babylonian generics as a fun band as well as possible sneaky target for Promotion.

So one of the things I've been looking to do is find a scripture from Daniel that would fit as a Son of God card or something that makes sense to rescue a Lost Soul.  The closest thing I can come up with is from Daniel chapter 12 since it talks a lot about the end times and how people will be delivered, purified, etc...  It may be stretching it and I'm not super familiar with the theology of the apocalyptic literature but I think it may work.  Key parts of chapter 12 are below.

1b But at that time your people—everyone whose name is found written in the book—will be delivered.
2  Multitudes who sleep in the dust of the earth will awake: some to everlasting life, others to shame and everlasting contempt. 3 Those who are wise[a] will shine like the brightness of the heavens, and those who lead many to righteousness, like the stars for ever and ever.
10 Many will be purified, made spotless and refined, but the wicked will continue to be wicked. None of the wicked will understand, but those who are wise will understand.
13 “As for you, go your way till the end. You will rest, and then at the end of the days you will rise to receive your allotted inheritance.”

Son of God (The Deliverer)

Rescue your human Hero

I named it Son of God so that there wouldn't be a way to have 2 SoG like cards and also would not need to put a ridiculous identifier on the card that references both SoG and Chariot.  The Deliverer comes from verse 1 of chapter 12, "...will be delivered."  I contemplated not having 'your' in the special ability but instead having it say, 'rescue a human hero in a territory' but I figured that would be way too strong to not only get a redeemed soul but also take a hero from your opponent (or have 1 person in multiplayer get all their heroes redeemed)
