During your upkeep if any of the following sites are in play, select one and place it in your terrirory. (what follows is a list of sites that geographically, historically and Biblically existed within the empire mentioned.
Example
Roman Empire
(I'm just using a bible map, don't know if all these are actual Redemption sites...yet)
Africa, Egypt, Jerusalem, Damascus, Sidon, Tyre, Antioch, Syria, Tarsus, Ephesus, Pergamum, Philippi, Athens, Thessalonica, Corthin, Roman Prison, etc etc.
So on your upkeep, if any of those sites (and that isn't the entire Roman empire) are in play, remove any lost souls or captured heros and place them in player's land of bondage and place site in your terrirory.

That's an awesome idea! I love it! This might make Dragon Raid see a little more play.
I would give it a limit though, to make it usable only if you have an emperor in play or something.

yeah, maybe a king, emperor, judge, or comander.
