Interesting wording that does not fall into the trap these cards normally hit.  By saying "if you cannot..." instead of "if there are none..." you stop site protection (like CP and Fortify Site) from stopping you from discarding anything at all.  Also, the fact that you can only discard an evil character if no one has a site or fortress balances out this card.

Still, it might be overbalanced (by the all-WC and site/fortress clauses).  Perhaps make it CBP?  While everyone is going to complain about yet another battle winner on Uriah (and it's not, as no one can have a site/fortress to have it win the battle), he doesn't care about the CB-anything status of it anyway, and it makes it more useful with the rest of your heroes.

Just my thoughts :)

You can leave off "If used by a warrior-class Hero" because if all your Heroes are warrior-class, it's going to be a WC hero anyway.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

Not if you band to an opponent's non-WC hero  ;)  But that's just being nitpicky.

The two purple are good except for their numbers. They don't make enhancements have numbers over seven.

Good enhancements should total 7 ability points, evil should total 6, unless the number is symbolic (e.g., Tithe, which is 1/10).  Weapons should total 5, unless they are horses.

That being said, Slaughtering the Garrison is too boring.  Everything is Interrupt/Negate + Win these days.  What Redemption needs is creative battlewinners like a 7/0 GE - "If used by a WC hero, negate evil characters.  First strike.  Protect your WC heroes from the next evil enhancement played this battle.  Cannot be negated". 

Jonathan's Bow is ridiculously OP.
