In all honesty I would not want to see this card printed (no offense). I am not a big fan of cards that leave players twiddling their thumbs on their turn, especially young or new players. Similarly, though, I am not a big fan of Soul Drought and Site Lockout, but we still have those.
What if the SA were "You may search your deck for a lost soul and put it in play to restrict...?"
I would prefer to make it more like jbeers said and make it neither player than change it any other way, but here is another idea.If opponent only has one hero in territory restrict that player from making a rescue attempt this turn. If he/she has more that one hero in territory holder may choose which hero that player makes a rescue attempt with this turn.OrIf opponent only has one hero in territory restrict that player from making a rescue attempt this turn. yeah i mean i like the idea of strong doms in general.
sometimes that one extra block from a dom could be totally worth the spot
