Personally, I love the idea.  I think that is a great and creative idea that would add strategy to the game.  With all the underdecking stuff coming out, it would be a great way to combat that.

What, so Gates+Laver isn't enough?
There are a lot more underdeck abilities then topdeck. With so many people playing magicians, this plus Divination comes to mind. Don't want that card immediately, but might need it later? Problem solved.

Would this include the three at the beginning?

Laver and this cancel eachother out.

The original idea only worked in the draw phase, so you could choose to d3 from the top or bottom of the deck.
