Great card Isaac!I might add red to it too so it has 3 total brigades like the Bowls of Wrath. Teal and red could use more synergy and that will allow David to use it since teal is one of the colors he doesn't have access to.CBN is probably too strong here. We've put a lot of effort over the past couple years to make the battle phase more exciting and interactive. CBN/CBI battle winners take away from the battle phase. We use that very sparingly these days.
This is great feed back, I think the CBN status with the card as is was ok. Playing David in a deck that wants to play teal battle winners is not totally easy to do.

It's an instant block of up to 2 Heroes for any WC EC (Philistine, Greek, Canaanite or Sadducee). The Philistine weapons in the I deck are strong and they only remove one Hero. This is a big jump in power from those even without CBanything.
