I really like this idea. Maybe you could also add something like "negate fortresses in play and set aside and return all cards in fortresses to owner's hand". That might make it a little long, but would go with the "return everything to it's original location" thing.
I also think it would be cool if you actually counted the number of characters and did something with that. Maybe increase your royal by X/X where X is the number of characters in play?
Either way, it's a really cool idea.

I can accomplish this with just a few words :D Good recommendation.

This card will already take longer than usual to carry out, so counting things done by it is probably not a good idea from a gameplay standpoint.

I feel like you should swap the "give a card" and "withdraw all humans" parts of the ability, since if there isn't a battle nothing would be withdrawn anyway.
The card seems to do a lot, but really it's just evening things out generally, so it seems like it would be okay (especially limited to 1 per deck). I like it!

The order of abilities was intentional. An easily-recurrable TC enhancement should not be able to take a card from an opponent. You should have to play this in battle (and risk giving your opponent SI) to gain the benefit of taking a card.

If the take should be bound to battle that's fine, but in that case I'd move the withdraw to after the "if played during battle" clause by itself then for the same reason as my first suggestion.
