Just a random idea I had. It's wordy and clunky but was the best way I could think of to convey the theme.

For this specific case, I defined "leader" in a government-esque way. I figured including religious leaders or musicians (since they "led" music, lol) would make the potential pool too large and would take away from the meaning behind the card. If I missed any government-type examples of leaders please let me know so I can update the identifier.

I specifically did NOT include Patriarch because I didn't want Genesis to be able to easily use this + Peace for uber toss Hero.

Why can't Genesis use this card? Doesn't alignment= Good, or Evil?

Well, you'd have to splash in a Hero that met the identifier in order to use this in a Genesis deck (since I don't think any Genesis Heroes fit those identifiers by default).

I totally forgot that he was a Genesis Hero, since he's not in the blue portion of the Genesis theme. But, honestly, if it makes you add an extra/uncommon Hero into your Genesis offense just to use this card, then I'm okay with that. It requires more effort than just adding the enhancement itself and makes a lesser used card slightly more useful.

What's */* represented by? Number of specific characters in play, so forth?

The (*/*) is just reminder text for what "abilities" are. The increase effect increases the selected character by an amount equal to the abilities of the character this enhancement is placed on until the end of that battle. So if you put the enhancement on Moses, you could increase a Hero by 8/8 for one battle.

I'd play this with OT royalty and add Moses to be increased by 11/11 or something similar.

I feel like this wouldn't work well, due to reasons a lot of people are already mentioning.  FBTN with a large character in territory would be incredibly strong, and some characters just shouldn't be given CBN.  Also, your ignore gets broken by any "Cannot be Ignored" effect, though that is the least of the worries.  Set-aside would accomplish that part better.

I feel like this would make for a better fortress, where the 'leader' would sit.  This would also allow you to avoid making a new term, since you could have the identifier clarify that it "holds one x, y, or z" instead.  Next, you don't have to worry about the character going in battle as long as you use a "while occupied" condition.  Finally, you have an ongoing condition from the fortress as normal for the card type.  As long as the ability were worked out, this could be made into an interesting fortress.

One last thought, this should only hold and affect humans, IMO.
