CBP soul exchange on a character is OP and can result in blocks every time. Banding is not the strong suit of Babylonians, not sure they need it though. Combining both of those is def OP.
I would still play "set fire" instead of city ablaze. 1 the odds if it being useful getting played and then surviving 4 turns are so low. 2 set fire will do the same thing in 4 turns but it will do its damage progressively.
Setting aside 3 characters in a T2 offense can be crippling, add in holy grail and u can usually get and keep ur opponent at 4 or more most of the game. Very tough in T2 when uniques, that you have copies of in your deck, get set aside.
I think nebushaban and throw them in would be awesome in T1 just way to much power in the t2 game. Limiting them 1 of each of those in t1 makes them alright am the faster game allows for SoG to be played freeing your set aside more often.
