I feel like it should specify type of card (or at least exclude some) as it doesn't make much sense with ECs or fortresses but I think would be OP with dominants. Maybe limit to enhancements?
I also think it should do something besides that, otherwise after the 3rd card it's sitting there absolutely useless.
Love the idea, though. Sad that MKC is probably right.
