I would probably call it "Heavenly Temple" myself, but a cool idea.
I will share a little insight into something we as playtesters are trying to do. Instead of creating more restrict abilities that can be frustrating since it stops people from playing their cards, we prefer to create abilities that create a "benefit" or "punishment" when the opponent does something. Cards like Golden Cherubim and Priest of Zeus are two of the best examples--you draw, I get to search or you draw, I get to discard something. That way, the player is not stopped from using his cards, but he does have to weigh the pros and cons of using those cards or abilities.
So instead of restricting the playing of evil dominants, this might say "If opponent plays an evil dominant, you may discard an evil card in his territory" or something to that effect. Does that make sense?
That being said, this is not to say we'll never create more restrict abilities, but they will be few and far between because of the NPE (negative play experience) they often have the potential to create.
