The first benefit (restrict banding) would not stop pre-block banding, just banding after the fact. Was that intended?
IMO, granting CBI status to enhancements via a site is OP. I understand not every rescue will be at that site (only Purple brigade or anyone with site access), but that is still a very powerful ability to give a site. CBP might be more appropriate, and is in line with a Lost Soul already printed.
