I love where you're going with it, you're just loading way too much power onto each card. Draw+battle-winner is a fully-powered card, and TC character destruction is a fully-powered card, so putting both on one card puts it at AutO-level utility. A CBI wide-spectrum band on a Hero is a fully-powered card, a dual-brigade Prophet with no anti-Hidden Treasures mechanic is nearly fully-powered, and a CBI prevent first enhancement is fully-powered, and all 3 makes for a huge power.
