This is a very generic idea of one, but....
"Place this card in an opponents territory. While there and your opponent has more redeemed souls than you, protect all evil characters in your territory from all abilities used by this player."
Basicly, instead of giving every theme of defense its own protection fortress, they could use placer enhancements that do the same thing.
They could be a little more powerful than fortresses, since you still need to have initiative to play one for it to activate.
Also, they could all have a secondary requirement, like the lost soul count in the above example.
