Would I be allowed to double up on sets in draft?

The main thing is that you need enough packs to make a deck of at least 50 cards, and several cards that are drafted will not be usable. Also keep in mind that the blue and green packs have less cards than the others.Just make sure the players know what packs you are using, since they are paying extra for the category. I know I wouldn't pay $10 to play a Booster Draft of 7 blue packs.
Isn't $10 what ken charges for just the tin cards anyway? So that's actually a pretty fair deal, and everyone is equally as screwed when it comes to deck building. I would hate it, but would probably play anyways since it's basically still buying the tin and getting to compete in a category for free.

I said I wouldn't pay $10 for a Booster Draft of 7 blue packs. I never said anything about tins. I do not use tins for BD since I cannot afford them.
