Some of those in my playgroup love Redemption, but don't have the money to get the "big" cards.  Here's my solution

Only the "big four" starter deck dominants
50% of your deck has to be starter cards (this percentage can be changed as a handicap)
No card worth more than $10 (TLG)

Thoughts?

Many people have tried things like this (or something similar) and found it quite enjoyable. There have been contests in the past where the goal was to make a competitive a deck as possible (T1 or T2) for the lowest cost possible. Perhaps you could start another one of those to get some ideas for your playgroup.

Makes me think of a more advanced "Booster Draft."

Well, I bought a ton of cards for drafting, but they all go back into the box after the game.
