You could do a liars and cheaters deck, maybe throw in some adulterers. Of course, that pretty much opens it up to almost every card.
A "tick off the nuns" theme deck would be good. Include Whore of Babylon, Lewd Men, Delilah, etc.

you could make a christmas deck...red heroes and pale green evil or green heroes and crimson evil
You could make a "Senior Citizen Deck", that would be for characters who lived for over 100 years. Heroes could be Aaron, Miriam, Iebecca, Moses, Joshua, Joseph, Isaac, Levi, Sarah, Eve, Abram/Abraham, Noah, Noah's sons, Adam, Enoch, Seth, Jacob.Evil characters would be harder, based only on what we know. But I'm pretty sure Esau and Cain would qualify. Guess the rest of the ECs would need to be demons
