Title: Which strategy do you think is more successful in a type 1 game

Just wondering what everyone thinks is more successful at winning in a type 1 2 player game?

 Discarding top cards from opponent's deck  (Given over to Egypt etc)

                  or

          Hand control??   ( 7 years of famine etc)


thoughts?

Hand control has won at least two Nationals. Deck discard cannot make the same claim.
