The very first thing I do is select Dominants. Assuming you don't have Second Coming and/or Three Woes, I'd say your Dom choices are pretty good, though I'd probably swap Mayhem for Grapes in a deck like this, especially given Mayhem's new errata.
The other thing is to weigh the Lost Souls carefully. Those are looking pretty good, but I'd strongly recommend acquiring the following:
From RoJ:"Humble" LS - straight up replacement for the CBP LS (Jeremiah 11:8 )
"Imitate" LS - allows some fun things with its copy. Always a staple with Lawless.
"Darkness" LS - free evil character much of the time (or GE, with all your Seals), especially early game. Usually makes the cut in most of my decks.
From CoW:"Dull" LS - goes in every deck. (Hebrews 5:11)
"Lawless" LS - speeds up your deck or gives you soul gen. (Hebrews 12:8 )
Taking just those five and replacing any of the 7 you already have will do wonders, I think. I would keep in the Crowds (Local promo) and the Exchanger (Ezekiel 34:6) from your list. Two Lost Souls you for sure want to add from FoM would be "Covet" (superpowered "Exchanger" Soul) and "Prosperity" (because drawing is good).
Other things-The only downside to the Reserve is that it's not bigger, especially in a deck that can easily use the Fifth Seal/Justice Seekers like this one. Right away I'd replace John in deck with Polycarp and put John in Reserve. Basically a free card.
I've toyed with Babylon/The Harlot, but I don't like not being able to use it from hand to defend. Just hasn't worked optimally for me.
Hopper (II Chronicles 28:13)... eh, I'm not really a fan. Most of the time I don't need it for soul gen, and the loss in speed by replacing it with a card I
do want isn't a factor at all with how fast decks can be now.
Definitely want Angels of Wrath in main deck with a few Bowls in Reserve. I would say you could just replace Birth Foretold and Michael's Sword with two more Heroes, (Gabriel I deck, perhaps?) as Heroes are better most of the time. A friend of mine used to have Guiding Angel in his deck since RoJ's release (a deck very similar to this), and it never really served him much at all, so he cut it and doesn't miss it.
