Whould these two mix well or not. I was thinking of throwing in Nero and Claudius, maybe someone else with my herods to give them more bang

I liked Claudius in T2 in with Herod's last year.  The high toughness, immunity, + Herod's Temple was decent against Di.  I dunno about T1.  Though Herod's Temple really isn't as reliable anymore with ASA being in every other T2 deck.

In T2 I really have no idea. In T1, I think Emperors and Herods work pretty well together since they're both NT, which means they get access to Herod's Temple, CP, and (if you're worried about ignores) Golgotha. There's a fair amount of overlap, which can be nice.

Both can use RDJ, both can use Prisoner Transfer (or not), you'll have a lot of good TC options on both sides, Rome allows some more cross-over of brigades... Heck, there's even a Herod and an Emperor in Crimson (although one captures the other), as well as Herodian. I say test some stuff out and see what you think.

I will after I get some of the few cards I need for the emperors, I already had a good Herod defense
