I thought it was obvious that he's talking about Chief Captain Lysias. ::)

LOL.  I had Herodias in the first Type 2 deck that I took to nats.  A couple of my opponents laughed at me.  This was before Patriarchs released.  I was nervous about 5X Women as Snares.  :)

Turned out she made a couple successful blocks, and I went undefeated.  :)  Those were the days...

ok-so how am i going to reduce heros abilities for weakness?

I've always had success using Morgan. Although to be fair, I've never seen anyone else put him in a deck.

Do I count?

I also use Graven and Desolate Gateways. I have a killer brown site lock with a lot of underused cards in it.  :)

Jobs 3 Friends work as well. Also, if you want a good chance of playing Weakness, throw in The Jeering Youths. If they bloick with an O.T. hero, go for it. Complainers are great for getting initiative too, just swap for some huge numbered hero. Injuring Demon is an easy -2/2 on a hero for orange.

I seriously love decrease/disease, but it just doesnt have enough punch to FULLY base a defense on it. It works amazingly when mixed with Sitelock or something else.

At one point I had a 100 card Heroless deck that used a Brown decreasing defense.  It worked pretty well, I actually used several cards like Ignorance (4/4 Decrease to all heroes in play) and Wounded.  With two of each of those and Plagued with Diseases and Chemosh going all at once, I could kill a LOT of heroes if my opponent was silly enough to put them in his territory.  Adding Weakness just makes it more fun.

Chemosh isn't a disease, is it? If so, that's awesome!
