I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

Sounds like a "Super Starter" concept we did a few years ago (after G/H came out). You could build a deck from any card that came in a starter deck, from A to H. It's surprising how many different deck concepts you can get out of that set of cards. The design was to allow new players to play competitively for a relatively low cost. There are a few moderately expensive C/D cards, but the rest can either be had in starters or cheaply on the secondary market.
