They most certainly wouldn't be tournament legal.  That said, while the images are around, there isn't somewhere with an 'easy-to-print' version of the cards, and for good reason.  If you need singles, there are many trade threads and suppliers who can help (threelionsgaming.com has all cards available with easy shipping if you can't find the ones you  need).

Understandable, and the best way to do that is with the RTS.  It's great for deck-building, and you can play it on the same computer (I've heard) or at the very least test how it runs.

Here you go. Click on a card you want and then click on the set name. Print! http://www.cactusgamedesign.com/REG/

As an aside, I don't understand what the good reason you are referring to is. Putting aside the fact that proxies wouldn't be tournament legal, when you consider the costs in terms of time and printer ink that it would take to print, cut, glue, etc. proxies of entire decks it would be cheaper to simply buy the cards.

Most other CCG's (L5R, Pokemon, That Other Game That Shall Not Be Named) have sites that provide proxy printing capability. (In fact when the most recent arc release of L5R was delayed due to printing problems, Alderac released an entire proxy set and made them tournament legal until the cards arrived.)  The popularity/sales of those games do not appear to suffer.
