Could someone help me by telling me ways to improve my deck and what packs to buy in order to get helpful cards. I'm going for an angel offense and a pale green Defense. My deck currently contains:

I know that one card I need is Chamber of Angels but I don't know any way to get it besides directly from someone else. If you guys can give me any advice it would be greatly appreciated.

Chamber of Angels is in the Angel Wars packs.

Some of the top angels are in Kings packs (also Warriors packs but those are retired.)

FooF and ROA tins will help both your Offense and Defense. 
            As a side note, the last two sets (TexP & Disciples) have useful Angels' cards but you can find those individually pretty cheap.

Great angels to have:  The Strong Angel, Captain of the Host, Gabriel, Michael  (in that order)

Here are some key cards that I would suggest.

Silver

Angel at Jerusalem   - (Priests) 2/2 This Hero has access to any Site. If King Hezekiah is in in play or set aside, discard a warrior-class Assyrian.
Angel at Shur - (Promo) 7/2 Search draw pile for an O.T. male Hero and put it in hand.  This Hero is immune to demons.
Captain of the Host - (Warriors) 10/10 Interrupt and prevent all special abilities except banding.  Fight by the numbers.
Gabriel - (Kings) 10/10 Holder may search any draw pile for one evil enhancement and discard it. Shuffle draw pile.
Kira - (Good to have a female) (Angel Wars) 5/7 Discard an evil enhancement placed on a Lost Soul.
Michael - (Angel Wars) 12/8 Enhancements used by Michael cannot be negated.
The Strong Angel - (Warriors) 10/8 All Special abilities on Character cards and enhancements cards except this one are negated and prevented.  Battle is determined by the numbers

Spiritual Warfare - (Angel Wars) Hero ignores all human Evil Characters.
Angel's Sword - (Play this on Michael!! Then put up Three Nails!!) (Kings) 3/2 If blocked by a human Evil Character, Hero may play the first enhancement.
Flaming Sword - (Kings) 4/3 Negate one evil enhancement played in current battle.
Gathering of Angels - (Play this on Captin of the host. Then you could band to Michael. Fight by the numbers/Michael can't be negated/and if they defend with a human you can play the first card!!)
(Kings)    Set Hero aside for 4 turns. Hero returns with ability to band to any Hero until discarded.
Swift Beings - (Angel Wars) Interrupt the battle and play the next enhancement.
The Seventh Trumpet - (Warriors) Convert one human Evil Character to a white brigade hero
Help from Heaven - (Kings) Search your draw pile for any silver brigade enhancement and add it to your hand.  Shuffle draw pile.                        

These are a few good ideas if you ask me.

Assyrian Archer -(FooF) 3/5   You may discard a Hero in a territory.  If you do, discard this Evil Character after battle.  May band to an Assyrian.
Esau, the Hunter - (E/F) 4/5 Evil capture abilities cannot be negated.
Hophni, son of Eli - (Priests)   2/2 May band to Phinehas, son of Eli.
King Jehoiakin - (Kings) 1/1 Discard King Jehoiakin after battle if a Babylonian is in play.
Phinehas, son of Eli - (Priests) 3/2 If Hophni, son of Eli is in battle, you may discard all cards in battle.
Panic Demon - (Angel Wars)   2/4 If rescue attempt fails, you may place this card on a Hero in a territory.  Hero cannot enter battle while this Panic Demon remains.  May band to Panic Demon.
Prince of this World - (Warriors) 10/12 Character is immune to lone Heroes.  Only a rescue attempt of 2 or more Heroes can be successful.
The Rabshakeh - (Kings) 8/9 Weapon class enhancements used by the Rabshakeh cannot be negated or discarded during battle.
Messenger of Satan - (Apostles) 2/3 May band to any human Evil Character

Achan's Sin - (Patriarchs) 1/1 Interrupt the battle and remove all cards in battle from the game.
Captured by Assyria - (FooF) 2/2 Capture a human (or two humans if used by an Assyrian).
Confusion - (Prophets) 0/0 Owner may look through one opponent's draw pile, discard one card and shuffle remaining
Death of Unrighteous - (Patriarchs) 0/0 Shuffle all Lost Souls and sites in holder's Land of Bondage into owner's draw pile.  Discard all Evil Characters in battle.
Forgotten History - (Priests)   0/4 Select up to four cards from one opponent's discard pile and remove then from the game. The battle immediately ends. Cannot be negated.
Slave Trade - (E/F) 0/0 Capture a Hero in play and place in your land of bondage.  Hero is treated as a Lost Soul.
Stocks - (Unlimited) 0/0 Take any Hero prisoner and place hero in your land of bondage.  Hero is treated as a Lost Soul.
Two Thousand Horses - (Kings) 2/2 Holder may interrupt the battle, draw 2 cards from the top of own draw pile, and play the next enhancement.
Pierced Heart - (Apostles) 1/3 Discard any activated Artifact.  The effect of the Artifact is negated

Has anyone noticed besides me that the Tartan is Way underused?

1.) There aren't very many good good fortresses.

1.) There aren't very many good good fortresses.
TGT was good until Disciples, but i suppose it is still okay.

No you can't. TGT isn't a Protect.

The Tartan is undeservedly UU though. Not for his Good Fort negating, but for his Ittai capturing.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

No you can't. TGT isn't a Protect.
You didn't get it...The Tartan doesn't even need to be in battle!

I thought it meant "Negate all (protect abilities on heroes) and (fortresses)", not "Negate all (protect abilities on heroes) and (protect abilities on fortresses)."
