Im looking for a deck that would fit under these conditions (or close as possible):

60% offensive, 20% defensive, 20% reactive

Strong cards, but some that can rebound very easily

Somewhat of a mill deck

Includes philosphy

Complexity does not matter

somewhat of basic cards or just easy to get

Somewhere around 70 cards

Include special ability Lost Souls that would fit with it

Why not build it yourself? Deck building is both fun and rewarding.

National Tournament winning decks

Other tournament winning decks

Basically look for any deck that is for "T1 2P" as that is the main category that you will want to start with. Obviously the older decks from past years don't include the newest cards, but you can always take a Nationals winning deck from 2008 and "update" it with newer cards.

On mill decks, I'm glad you asked that.

Mill decks would have evil gold for the defense, with cards like Huge Egyptian, Queen Tahpenes, or Given Over To Egypt. Also, to make this work better, throw in Luke/John heroes as well that can force your opponent to run out of cards via draw or other effects.
