I am wanting to put together something similar to the TLG Deckbuilders but that could be sold alongside the I/J decks to help improve them right out of the box. Not necessarily an easy thing to do and keep them comparably strong. My goal is to have anywhere between 12 and 20 cards that could be added to or could replace the cards in either the I or J deck (I would have one for each deck). I would ideally like to keep them between $10 and $20 retail so no TSC. I would also like to maintain the themes in each deck. If you would be willing to help me put together this I would be most appreciative. I think this could be a great way to make the game a little more accessible like the Deckbuilders have.

What cards would you put into the I deck?
What cards would you take out of the I deck?
What cards would you put into the J deck?
What cards would you take out of the J deck?

You say you want to maintain the themes...so no removing one of the colors and replacing it with more of the other? Or is that okay if it keeps with the other theme?

I am doing a homeschool convention in a couple weeks and just had this idea. I do not want to remove a color/theme, but want to add and replace cards already in the I/J decks to make them better and give the person more deck building options with a starter deck and one of the packs I want to create. Hope that clarifies my intentions.

Are you wanting to introduce Artifacts into these decks or keep them like the starter decks? Also, is adding extra dominants an option?

I would have to modify some. I was trying to maximize the $20 in a $50 card deck.

I think an artifact would be good for each deck. Sandals is a good add like you suggested. Is there one that would be good for the other deck. Feel free to modify your lists and discuss it. I will not likely get to assembling them till next week anyway.

New Covenant and Four Drachma Coin would be added to my list for the I deck.

Then I would probably add a couple inexpensive dominants like Burial and Vain to get to 56.

I thought I would share what I put together based on your suggestions along with tweaks I had to make in order to not have any cards in the I/J Deckbuilder be in any of the other Deckbuilders (something I did not tell you all at the beginning in order to not stifle your input). I will be putting these together as one Deckbuilder (the first of it's kind) to sell alongside the I/J Deck for $15.00 (a $23.35 value) at the homeschool convention this coming weekend. We sold 25 I/J, at least 15 E/F, two G/H gift sets, and the special G/H gift set. So we sold between 40-50 starters alone. Several packs sold, a few starter upgrade packs and three deck builder packs.
