what do things like Drawn sword and forrest fire count as in T2?
-
They count as both good and evil, so for deck-building purposes, they are effectively neutral.
-
so what all counts as neutral for deck building purposes?

Agreed. They will be in both your good count and your evil count (effectively neutral, even though they are not).
Note that they are limited to 2 of each of these types of cards (all 2 brigade cards limited to 2, and anything with more than 2 brigades is limited to 1).
what about covenants/curses? and Forts?
At most 3 of each.

Covenants are Good. Curses are Evil. Just like they are in your deck and in play :)
