Yes because at face value one is an EC and the other is a hero. But you can’t have them both in play at the same time (EC and promo, or promo Paul and converted Paul) since they are the same unique character.

Fun fact, you can actually have up to 4 copies (3 Saul/Paul + 1 Paul) of Paul in T1 between your deck and reserve because Saul/Paul has errata that basically turns Saul's SA into an identifier, thus leaving him without an ability.

Quote from: Errata
Saul/Paul (As Saul) (Apostles) - Special Ability: None. Identifier: Enters play as Saul. If Saul is converted, he becomes Paul.

Is that a Errata or Play As? In the REG a play as doesn't mean anything while Erratas are important.

From ORCID Errata section:

Special Ability - None (As Paul - Protect Paul from poison abilities. Enhancements used by Paul cannot be negated). Identifier - If Saul is converted to a Hero, he becomes Paul instead. (As Paul - No identifiers on card.) Reference - Acts 7:58 (As Paul - Acts 20:7)
