A little bit of official info: Phase 1 will contain 3 UR, 36 Rare and 90 Common cards. Legacy Rares will not be packaged with phase 1.

Woes and the TC place-to-discard-later enhancements can still stop it. And if your opponent only has two of those things, what are the odds that you have the 3rd and therefore have to target yourself?
