Probability for Ultra Rares

For the more recent expansions like PoC, FoM, and CoW, is it possible that you would get more than 1 Ultra Rare if you got a case of 24 packs or is it just the 1 that is guaranteed and that's it?

For building up a collection, would you recommend one set over another as far as being able to get cards that are better overall?

Those sets have a "1-guaranteed-UR-per-box" rule now. 

For building up a collection, depends what you want to do with it.  The most cost-effective way by far is to simply buy or trade for individual cards when you need them.  Having every card in the game doesn't really mean anything when you only play a few decks. 

If you want to go the "I want every card in the game" route, then buying packs that include RoA/FooF cards is probably best.  I would recommend RoJ and PoC for this.  RoJ/PoC cards are very good anyways, and each box of PoC (phase 1) will get you a borderless TSC, Shipwreck, or 3 Woes as well.

I understand there is 1 UR for certain. What I'm asking is is it possible to get more than 1 or is it limited to just 1?

Just one.  Except for PoC, where currently you also get an AB ultra rare.  I think the plan is for PoC to eventually be 2 UR's per box once the set is complete.

I believe for pre-PoC sets you're supposed to get exactly 1 UR every time. PoC boxes come with two URs, one new and one old (The old ones are borderless versions though). If you're trying to build a collection and either live near some existing players or can make it to your Regionals or Nats, I would recommend buying PoC phase 2 boxes and trading cards from that for anything older. I know I definitely have a sizable amount of spare RoJ and a decent amount of CoW and FoM that I would gladly trade for PoC cards.
