If a card says discard an artifact in opponents territory and I don't have one activated but I do have one face down is the face down artifact able to be targeted?

I believe it was ruled that the artifact pile is now considered in play, including face down artifacts.  If that is the case, I would believe it could be targeted.  The REG says that the artifact pile is in the field of play, but not that face down artifacts are per se.

Face down artifacts are "in territory" but they are not in play. A card that discards a card "in opponent's territory" could discard a face down artifact.

A card that discards a card "in opponent's territory" could discard a face down artifact.

The REG seems to disagree, if I'm reading this right.

Face Down
Face Down cards are cards in territories, battle, and set-aside areas that are face down either due to special ability, or are inactive artifacts in an artifact pile. Face down cards have no abilities, brigade, titles, or identifiers while they are face down. The only known attribute of a face down card is the card type. Face down cards are only targetable by abilities that specify they can target face down cards or inactive artifacts, or cards that can target any or all cards in a location. When a face down card enters battle, it is immediately flipped face up, unless otherwise specified by the special ability that flipped it face down.

DtT doesn't meet any of the bolded criteria, so it shouldn't be able to target a face-down art.

Those statements are now outdated. With the update to REG 5.0 the Artifact Pile is now it's own Location. (Which is why the Split Altar ruling changed).

Unfortunately it would take a bit too much time to go back through all the old posts and make sure they had updated rulings... ;)

However, it's never a big deal to bump a topic you think might have changed just to check.

Can Chaldeans Target a face down artifact?

If so how about a random artifact in the artifact pile even if there's an active artifact?

Negate and discard an artifact unless its owner has at least two characters in play with the same Testament as the artifact.

You don't know the testament of a face down artifact, so Chaldeans can't hit them.

You don't know the testament of a face down artifact, so Chaldeans can't hit them.

The ORCID play as: select an artifact. If it's owner has fewer than 2 characters in play from the same Testament as the artifact, negate and discard the artifact.

So you should be able to select it if its face down first right or is the ORCID wrong?

Just because you can select the card doesn't mean you can see what it is. It would remain face down, the check for 2 same testament characters would return an error because you don't know the testament, and it would remain in the art pile.
